Executive Summary

Offline-first mobile systems treat local storage as an active source of application state rather than a disposable cache. That design improves responsiveness and preserves core behavior during long network outages, but reconnection creates a distributed-systems problem as local mutations may now compete with server updates or changes from other devices.

Android's official offline-first guidance recommends a local data source for repositories that use the network and describes queued synchronization with persistent work and retry behavior. SQLite write-ahead logging can provide efficient local transactional durability, but WAL itself does not resolve cross-device conflicts. A reliable synchronization design therefore requires explicit versioning, deterministic merge rules, idempotent delivery, and observable reconciliation rather than a simple "upload the latest row" strategy.
