A federal judge blocked President Trump from starting construction on his vision of a triumphal arch at the gateway to Washington, in a ruling issued just minutes after the project had gotten final approval Thursday night from the National Capital Planning Commission.
The plans are scheduled to be reviewed at a Nov. 5 National Capital Planning Commission meeting.
