Every CI configuration I have ever maintained follows the same arc. It starts as twenty lines of YAML. Then a step needs to run only on main, so there is an if. Then two steps run in parallel and a third needs both, so there is a needs block. Then a flaky registry breaks the build weekly, so there is a retry, which also retries the failing test, which is exactly wrong. Then someone needs a loop over six services; the templating language does not have one, and the whole thing collapses into a single run: block holding four hundred lines of bash.

At that point the CI configuration is not configuration. It is a program, written in a language with no functions, no types, no tests, and no debugger, executed by a service that can only tell you whether it went green.
